方法： 运用文献研究法分析国内外课后托管的供给情况；运用问卷调查法了解学生、家长、教师对课后托管的看法、需求、希望与建议，并通过统计学方法对所调查数据进行深入分析；采用访谈法了解 5 类参与主体对课后托管的态度与建议；采用理论分析法对城市小学课后托管有效供给办法进行模式构建分析。
Objective: Learn the supplying status of after-school care services in urban elementary schools. Take some elementary schools in the urban area of Zunyi city as an example tosurvey the needs and expectations of main participants in after-school care.From the perspective of supply-side reform, this paper discusses the efficient supply method ofafter-school care, and provides suggestions for the development of after-school education in the field of basic education.
Methods: This paper analyzed the supply of after-school care at home and abroad by literature research; Questionnaire was also used to investigate views, demands,expectations and suggestions of students, parents and teachers on after-school care, and data were analyzed by statistical method. Through interviews, this paper figured out attitudes and suggestions of 5 types of participants towards after-school care. The model construction and analysis of the effective supply method of urban primary school after-school care were carried out by theoretical analysis method.
Results: (1) Schools abroad boast a long history of after-school care services and have relatively complete policies in this field. Hence, foreign experience has certain reference value. (2) After-school care services across China, which are in infant stage, are diversified in supply policies, modes, content, and principles. (3) Not all elementary schools in the urban area of Zunyi city provide after-school care services. Therefore, there is huge imbalance between supply and demand, and a shortage of equipment, faculty and funds. (4) After-school care services are in demand for students and parents of elementary schools in the urban area of Zunyi city. However, some parents mistake after-school care as a part of classroom teaching and then become less responsible for after-school care. (5) Teachers in all public elementary schools in the urban area of Zunyi City feel rather reluctant to engage in after-school care.
Conclusion : “Integrated after-school care” mode has been put forward. It will give integrated management of after-school care provider, form, process, courses and safety. As a result, after-school care can be more effective thanks to integrated management.
